“This House is aware that the Muslims (Meitei Pangal), Nepali and Meitei Communities of Manipur State are socially, educationally and economically backward classes compared with other classes of people and communities of the more advanced States of India.

This House further resolves to urge the State Government of Manipur to classify the communities belonging to the Muslims (Meitei Pangal), Nepali and Meitei of Manipur by birth and domicile as backward classes immediately, and that suitable steps be taken up by the Manipur State Government to communicate the feelings and sentiments of this House to the Government of India  and to move for appointment of a Commission to investigate into the conditions of the above backward classes after the State Government classify them as backward classes. “
