                         alleged  allotment  of  plots in Linthoingambi Bazar (New Market).

 DISCUSSION  AND  VOTING  ON   DEMANDS  FOR  GRANTS :

                 5.     Discussion and voting on demands for grants, 2003-2004.                

                         (i)      DEMAND  NO.35 - STATIONERY AND PRINTING :

                                   Shri O. Ibobi Singh,  Chief Minister to move : 

                                          “that  a  sum  not  exceeding  Rs.2,56,61,000  be  granted
                                            to  defray  the  charges  which  will  come  in  course  of
                                            payment during the financial year ending 31st March,
                                            2004  in  respect  of  Demand  No.35 - Stationery and
                                            Printing”.

(ii)     DEMAND  NO.40 -  IRRIGATION AND FLOOD CONTROL DEPARTMENT :

                                    Shri O. Ibobi Singh,  Chief Minister to move :

                                           “that  a  sum  not  exceeding  Rs.71,18,50,000  be  granted
                                             to  defray  the  charges  which  will  come  in  course  of
                                             payment during the financial year ending 31st March,
                                             2004 in respect of Demand No.40 - Irrigation and Flood
                                             Control Department”.

   (A)   MOTION  FOR  DISAPPROVAL  OF  POLICY  CUT :

 Shri M. Bhorot Singh,
                                   Shri Ningthoujam Biren,
                                   Shri S. Chandra,
                                   Shri O. Joy Singh and
                                   Dr. Nimaichand Luwang,  MLAs to move :

 “that the amount of the demand be reduced to Re. 1”

                                     On account of :

                                          (i)     Failure to construct embankments.
                                           (ii)    Failure to complete projects/dams.
                                          (iii)   Failure to control flood.
                                          (iv)    Non completion of irrigation schemes.

 (B)    MOTION  FOR TOKEN CUT :

Shri L. Ibomcha Singh,  MLA  to move : 

“that the amount of the demand be reduced by Rs. 100” 

                                     On account of :

                                          (i)     Failure to pay salary to the regular employees.
                                          (ii)    Failure to provide promotion line.

       (iii)    DEMAND  NO.41 - ART AND CULTURE :

                                   Shri O. Ibobi Singh,  Chief Minister to move :

                                           “that  a  sum  not  exceeding  Rs. 5,33,47,000  be  granted
                                            to  defray  the  charges  which  will  come  in  course  of
                                            payment during the financial year ending 31st March,
                                            2004   in   respect   of   Demand   No.41 - Art and Culture”.

   (A)  MOTION  FOR  DISAPPROVAL  OF  POLICY  CUT :

Shri M. Bhorot Singh,
                                   Shri S. Ibohal Singh and
                                   Shri L. Ibomcha Singh, MLAs  to move :

“that the amount of the demand be reduced to Re. 1”

                                     On account of :

                                          (i)     Failure to protect the land occupied by “Lainingthou Malem Anganba
                                                   Sanamahi, Wangoi prior to the year, 1998.

                                          (ii)    Failure to frame cultural policy.

                                         (iii)    Failure to complete the construction of Moirang INA Memorial
                                                    Complex.

                         (iv)     DEMAND  NO.42 - STATE ACADEMY OF TRAINING :

                                    Shri O. Ibobi Singh,  Chief Minister to move :

                                           “that  a  sum  not  exceeding   Rs. 65,65,000  be  granted
                                            to  defray  the  charges  which  will  come  in  course  of
                                            payment during the financial year ending 31st March,
                                            2004   in   respect   of   Demand   No.42 - State Academy of
                                            Training”.

INTRODUCTION  OF  BILL :

                  6.     (i)   Shri O. Ibobi Singh, Chief Minister to move for leave to introduce the Manipur
                                 Appropriation (No.3) Bill, 2003.

                                                            And also to introduce the Bill.

                         (ii) Dr. Chaltonlien, Health Minister to move for leave to introduce the Manipur
                               Nursing  Homes  and  Clinic Registration (Amendment) Bill, 2003.
