 DISCUSSION  AND  VOTING  ON   DEMANDS  FOR  GRANTS :

                 5.     Discussion and voting on demands for grants, 2003-2004.                

                         (i)      DEMAND  NO.13 - LABOUR AND EMPLOYMENT :

                                   Shri O. Ibobi Singh,  Chief Minister to move :

                                           “that  a  sum  not  exceeding  Rs.4,10,52,000  be  granted
                                             to  defray  the  charges  which  will  come  in  course  of
                                             payment during the financial year ending 31st March,
                                             2004  in  respect  of  Demand  No.13 - Labour and
                                             Employment”.

MOTION  FOR  DISAPPROVAL  OF  POLICY  CUT :

Shri O. Joy Singh and
                                   Dr. Nimaichand Luwang, MLAs  to move :

 “that the amount of the demand be reduced to Re. 1”

                                      On account of :

                                          (i)     Failure  to  evolve,  formulate  and  implement  rural employment
                                                    schemes.

(ii)     DEMAND  NO.14 -  DEVELOPMENT   OF   TRIBAL   AND                                                                   SCHEDULED CASTES :

                                   Shri O. Ibobi Singh,  Chief Minister to move :

                                          “that  a  sum  not  exceeding  Rs.62,85,86,000  be  granted
                                           to  defray  the  charges  which  will  come  in  course  of
                                           payment during the financial year ending 31st March,
                                           2004 in respect of Demand No.14 - Development of Tribal
                                           and Scheduled Castes”.

MOTION  FOR  DISAPPROVAL  OF  POLICY  CUT :

                                   Shri I. Hemochandra Singh and
                                   Shri L. Ibomcha Singh, MLAs to move :

 “that the amount of the demand be reduced to Re. 1”

                                      On account of :

                                           (i)     Delay in the extension of 6th Schedule in the Hill areas of Manipur.
                                          (ii)    Failure  to  make  rules  and  regulation  of   service  Reservation
                                                    Act, 1977.

                                          (iii)   Mis-appropriation  of  funds  released  by  the  Union Ministry  of
                                                   Tribal  Affairs  for   implementation   of  various schemes.

       (iii)    DEMAND  NO.16 - CO-OPERATION :

                                   Shri O. Ibobi Singh,  Chief Minister to move :

                                           “that  a  sum  not  exceeding  Rs. 7,42,82,000  be  granted
                                            to  defray  the  charges  which  will  come  in  course  of
                                            payment during the financial year ending 31st March,
                                            2004   in   respect   of   Demand   No.16 - Co-operation”.

(A)  MOTION  FOR  DISAPPROVAL  OF  POLICY  CUT :

Shri B.D. Behring,

                                   Dr. Nimaichand Luwang, MLAs  to move :

                                    “that the amount of the demand be reduced to Re. 1”

                                      On account of :

                                       (i)        Failure in the implementation of Integrated Co-operative
Development  Programme 2000-01.

                                                (ii)      Failure  to  implement  Co-operative  movement  effectively.

                                                 (iii)    Failure to utilise central funding.

  (B)    MOTION  FOR  ECONOMY CUT :

Shri M. Bhorot Singh,
                                   Shri M. Nilchandra Singh, MLAs to move :

 “that the amount of the demand be reduced by Rs. 300”

                                      On account of :

                                          (i)     Irregularities in the functioning of State Co-operative Department.

               (iv)     DEMAND  NO.47 - WELFARE OF MINORITIES AND OTHER  BACKWARD CLASSES :

                                   Shri O. Ibobi Singh,  Chief Minister to move :

                              “that  a  sum  not  exceeding  Rs. 2,14,15,000  be  granted
                               to  defray  the  charges  which  will  come  in  course  of
                               payment during the financial year ending 31st March,
                               2004   in   respect   of   Demand   No.47 - Welfare
                               of Minorities and Other Backward Classes”.

MOTION  FOR  DISAPPROVAL  OF  POLICY  CUT :

Shri L. Ibomcha Singh and
                                   Dr. Nimaichand Luwang, MLAs  to move :

                                    “that the amount of the demand be reduced to Re. 1”

                                      On account of :
