                        (i)      DEMAND NO.23 - POWER

                                   Shri O. Ibobi Singh,  Chief Minister to move :

                                           “that  a  sum  not  exceeding  Rs.200,82,39,000  be  granted to  defray 
                                             the  charges  which  will  come  in  course  of payment during the financial
                                            year ending 31st March, 2004  in  respect  of  Demand  No.23 - Power”.

MOTION  FOR  DISAPPROVAL  OF  POLICY  CUT :

                                          " that the amount of the demand be reduced to Re. 1" 

                                 
On account of :
                                          (i)    Irregular supply of electricity in the village.
                                          (ii)   Failure of proper billing and collection of revenue
                                          (iii)  Lack of policy to control unauthorized connections and use of power
                                                  energy.
                                          (iv)  Non completion of Power Projects in the state.                                             
                                           (v)   Failure to take more power from the National grid.
                                          (vi)   Failure to achieve the targeted tax collection.
                                          (vii)  Frequent load-shedding and failure of power.

                       (ii)   DEMAND NO. 46 - SCIENCE & TECHNOLOGY
                                Shri O.Ibobi Singh, Chief Minister to move:

                                        "  that a sum not exceeding Rs. 4,92,72,000 be granted to defray the charges
                                          which will come in course of payment during the financial year ending 31st
