                 3.    Shri M. Nilchandra Singh,  MLA  to  call  the  attention  of  the  Home  Minister on  the  alleged failure of the police to book the culprits involved in the killing of one Shri Thoudam Bidhu Singh of Sekmaijin Bazar.

 DISCUSSION  AND  VOTING  ON   DEMANDS  FOR  GRANTS :

                 5.     Discussion and voting on demands for grants, 2003-2004.                

                         (i)      DEMAND NO.21 - COMMERCE & INDUSTRIES AND WEIGHTS & MEASURES DEPARTMENT:

                                   Shri O. Ibobi Singh, Chief Minister to move : 

                                          “that  a  sum  not  exceeding  Rs.20,67,30,000  be  granted
                                            to  defray  the  charges  which  will  come  in  course  of
                                            payment during the financial year ending 31st March, 2004 
                                           in  respect  of  Demand  No.21 - Commerce &  Industries and Weights
                                           & Measures Department.”

(A)       MOTION  FOR  DISAPPROVAL  OF  POLICY  CUT :

Dr. Nimaichand Luwang,
                                   Shri I. Hemochandra Singh,
                                   Shri S. Ibohal Singh and
                                   Shri L. Ibomcha Singh, MLAs to move

 “that the amount of the demand be reduced to Re. 1”

                                      On account of :

                                           (i)    Failure to outline and implement employment generation policy for
                                                   the educated unemployed youth.
                                          (ii)    Failure to implement the Wood Based Industrial Units.
                                          (iii)   Failure to revitalise the corporations of the Department.
                                          (iv)    Failure to streamline the Industrial growth.
                                          (v)     Non-finalisation and distribution of Khadi loan.
                                          (vi)    Lack of policy towards streamlining MANIDCO.                     

                         (ii)     DEMAND NO.22 - PUBLIC HEALTH ENGINEERING:

                                   Shri O. Ibobi Singh, Chief Minister to move :

 “that  a  sum  not  exceeding  Rs. 81,60,18,000  be  granted to 
 defray  the  charges  which  will  come  in  course  of  payment
 during the financial year ending 31st March, 2004  in  respect 
  of  Demand  No.22 - Public Health  Engineering.”

(A)       MOTION  FOR  TOKEN  CUT :

                                          Shri I. Hemochandra Singh and
                                          Shri L. Ibomcha Singh,  MLAs to move :
                                           

                                          “that the amount of the demand be reduced by Rs. 100.”

                                          On account of :

                                           (i)    Failure to provide safe drinking water for the rural  areas.

                                          (ii)    Failure to implement sanitation schemes effectively.

                                          (iii)   Failure to provide new pipe lines and repairing of old ones.

                                          (iv)    Failure to make the payment for the works already   completed.

                                          (v)     Failure in rightsizing of posts.

                                          (vi)    Mismanagement of water distribution in Imphal city.

 

(iii)    DEMAND NO.30 - GENERAL ECONOMIC SERVICES AND PLANNING:

                                   Shri O. Ibobi Singh, Chief Minister to move :

                                           “that  a  sum  not  exceeding  Rs. 37,65,65,000  be  granted
                                            to  defray  the  charges  which  will  come  in  course  of
                                            payment during the financial year ending 31st March, 2004
