 CALLING   ATTENTION :

                 4.     Dr. Nimaichand  Luwang,  MLA  to  call  the  attention  of  the  Home  Minister on  the
                         reported  failure of  the police  to punish the culprits involved in the suspicious death
                        of one Shri Th. Indramani Singh.

 DISCUSSION  AND  VOTING  ON   DEMANDS  FOR  GRANTS :

                 6.     Discussion and voting on demands for grants, 2003-2004.                

                         (i)      DEMAND NO.18 - ANIMAL  HUSBANDRY  AND  VETERINARY INCLUDING DAIRY FARMING

                                   Shri O. Ibobi Singh, Chief Minister to move :

                                           “that  a  sum  not  exceeding  Rs.21,55,38,000  be  granted
                                            to  defray  the  charges  which  will  come  in  course  of
                                            payment during the financial year ending 31st March,
                                            
2004  in  respect  of  Demand  No.18 - Animal Husbandry
                                             and Veterinary including Dairy Farming”.

                          (ii)     DEMAND NO.19 - ENVIRONMENT AND FOREST

                                   Shri O. Ibobi Singh, Chief Minister to move :

                                           “that  a  sum  not  exceeding  Rs. 38,56,52,000  be  granted
                                            to  defray  the  charges  which  will  come  in  course  of
                                            payment during the financial year ending 31st March, 2004 
                                            in  respect  of  Demand  No.19 - Environment and  Forest”.

     (A)       MOTION  FOR  DISAPPROVAL  OF  POLICY  CUT :

                                          Shri M. Nilchandra Singh,
                                          Shri S. Ibohal Singh and
                                          Shri L. Ibomcha Singh,  MLAs to move :                                           

“that the amount of the demand be reduced to Re. 1”

                                          On account of :

                                          (i)     Failure to preserve forest area.
                                          (ii)    Failure to develop Keibul Lamjao National Park.
                                          (iii)   Failure to prevent felling of trees.
                                          (iv)    Non-protection of environment of Loktak Lake.
                                           (v)    Failure  to  bifurcate the LDA from the Environment and
                                                   Forest Department.

 (B)     MOTION  FOR  ECONOMY CUT :

                                          Shri O. Joy Singh, MLAs to move :                                           

                                          “that the amount of the demand be reduced by Rs.5000”.

                                          On account of :

                                          (i)     Inadequate  funding  for  Wasteland   Development Activities.

                          (ii)     DEMAND NO.28 - STATE EXCISE

                                   Shri O. Ibobi Singh, Chief Minister to move :

                                           “that  a  sum  not  exceeding  Rs. 5,88,25,000  be  granted
                                             to  defray  the  charges  which  will  come  in  course  of
                                             payment during the financial year ending 31st March, 2004  in
