                        of  one  Shri  Moirangthem Diben  Singh of Langathel  Mamang Leikai since 15.02.2003.

 DISCUSSION  AND  VOTING  ON   DEMANDS  FOR  GRANTS :

                 5.     Discussion and voting on demands for grants, 2003-2004.                

                         (i)      DEMAND NO.11 - MEDICAL,  HEALTH  AND  FAMILY WELFARE  SERVICES

                                   Shri O. Ibobi Singh, Chief Minister to move : 

                                          “that a sum not  exceeding Rs. 84,82,81,000 be granted
                                            to  defray  the  charges  which  will  come  in  course  of
                                            payment during the financial year ending 31st March,
                                            2004 in respect of Demand No.11 - Medical, Health and
                                            Family Welfare Services.”

MOTION  FOR  TOKEN  CUT :
                                           Shri M. Bhorot Singh,
                                          Shri N. Bihari Singh,
                                          Shri Ningthoujam Biren  and
                                          Shri L. Ibomcha Singh,  MLAs to move :
 

“that the amount of the demand be reduced by Rs. 100”

On account of :

                                          (i)     Failure in the administration of J.N. Hospital.
                                          (ii)    Lack of medicine and equipments in  the Health Centres and
                                                    Sub-Health Centres.
                                          (iii)   Non-posting of Doctors in the District Hospitals.
                                          (iv)    Mismanagement in Hospital administration. 

                         (ii)     DEMAND NO.12 - MUNICIPAL  ADMINISTRATION,  HOUSING AND  URBAN  DEVELOPMENT 

                                   Shri O. Ibobi Singh, Chief Minister to move : 

                                          “that a sum not  exceeding Rs. 37,57,20,000 be granted
                                           to  defray  the  charges  which  will  come  in  course  of
                                           payment during the financial year ending 31st March,
                                           2004 in respect of Demand No.12 - Municipal
                                          Administration, Housing and Urban Development.”

                                    (A) MOTION  FOR  DISAPPROVAL  OF  POLICY  CUT :
                                          Shri L. Ibomcha Singh and
                                          Shri M. Nilchandra Singh,  MLAs to move :                                          

“that the amount of the demand be reduced to Re. 1”

On account of :
                                          (i)     Interference in the working of the Imphal Municipal Council.
                                         (ii)    Failure to implement solid wastes management Scheme.
                                        (iii)   Failure to allot funds equally among the Municipal  Councils of Manipur.

 (B)       MOTION  FOR  TOKEN  CUT :
                                          Dr. Nimaichand Luwang,
                                          Shri O. Joy Singh,
                                          Shri Erabot Yumkham and
                                          Shri M. Bhorot Singh,  MLAs to move :                                           

“that the amount of the demand be reduced by Rs. 100”

On account of :

                                          (i)     Non-finalisation/publication  of  programmes  to  be
                                                    taken up since the inception of the Ministry from 2002 onwards.
