                         the misappropriation of fund in the Education(S)  Department.

                  (ii) Shri  Erabot  Yumkham,  MLA  to  call  the  attention    of    Minister, Education(S) on
 the non-declaration of  results of the final    Examination  of the Navodaya Vidyalay,
 Imphal East

 SHORT  DURATION  DISCUSSION :

                 4.     Discussion on matters of urgent public importance for short duration,
                         if any.

 DISCUSSION  AND  VOTING  ON  DEMANDS  FOR  GRANTS :

                 5.     Discussion and voting on demands for grants, 2003-2004.                

                         (i)      DEMAND NO.10 - EDUCATION

                                   Shri O. Ibobi Singh, Chief Minister to move : 

                                          “that a sum not  exceeding Rs. 254,56,69,000 be granted
                                           to  defray  the  charges  which  will  come  in  course  of
                                           payment during the financial year ending 31st March, 2004
                                           in respect of Demand No.10 - Education.”

          (A)  MOTION FOR DISAPPROVAL OF POLICY CUT :

                                          Shri M. Nilchandra Singh,
                                          Shri N. Biren,
                                          Shri M. Bhorot Singh,
                                          Shri Vivek Raj Wangkhem and
                                          Shri S. Ibohal Singh,  MLAs to move :
 

“that the amount of the demand be reduced to Re. 1”

On account of :

                                          (i)     Delay in the implementation of S.S.A. Scheme.
                                          (ii)    Lack of transparency in the transfer and posting of teachers.
                                          (iii)   Non-release of fund of Centrally Sponsored Scheme.

                          (B) MOTION FOR ECONOMY CUT :

                                          Dr. Nimaichand Luwang,
                                          Shri O. Joy Singh and
                                          Shri D. Shaiza, MLAs to move :
                                           

“that the amount of the demand be reduced by Rs. 1000”

On account of :

                                          (i)     Deterioration of quality education.
                                         (ii)     Inability and lack of transparency in implementing various programme
                                                   of the Department.

                          (ii)     DEMAND NO.25 - YOUTH AFFAIRS AND SPORTS DEPARTMENT

                                   Shri O. Ibobi Singh, Chief Minister to move : 

                                          “that a sum not  exceeding Rs. 10,96,56,000 be granted to  defray  the
                                          charges  which  will  come  in  course  of   payment during the financial
                                          year ending 31st March,  2004 in respect of Demand No.25 - Youth Affairs
                                          and   Sports Department”

                         MOTION FOR DISAPPROVAL OF POLICY CUT :

                                          Shri L. Ibomcha Singh and
                                          Shri S. Ibohal Singh, MLAs to move :
                                          

“that the amount of the demand be reduced to Re. 1”

On account of :

                                     (i) Failure to enhance diet allowance to the Sports persons.

                                    (ii) Failure to extend financial assistance to the Sports  Associations of the
                                          State for taking part in the  National  Championships.

 HALF-AN-HOUR-DISCUSSION :

                 6. (i)     Shri B.D. Behring, MLA to raise a discussion on the non-transfer of Land Records
                              in respect of the Hill Districts arising out of the Starred Question No. 323
                              dated 14.7.2003.                              

                     (ii)    Shri P.S. Henry Paotei, MLA to raise a discussion on the report of the Chairman,
