Shri O. Ibobi Singh, Chief Minister to move :
“that a sum not exceeding Rs. 1,85,72,000 be granted to defray the charges
which will come in course of payment during the financial year ending 31st March,
2004 in respect of Demand No.6 - Transport."
(ii) DEMAND NO.8-PUBLIC WORKS DEPARTEMNT
Shri O. Ibobi Singh, Chief Minister to move :
“that a sum not exceeding Rs. 102,93,69,000 be granted to defray the charges
which will come in course of payment during the financial year ending 31st
March, 2004 in respect of Demand No.8 - Public Works Department."
(A) MOTION FOR TOKEN CUT :
Dr. Nimaichand Luwang,
Shri O. Joy Singh and
Shri M. Nilchandra Singh, MLAs to move :
“that the amount of the demand be reduced by Re. 1.”
On account of :
(i) Non-maintenance of State Highways, MDRs and ODRs.
(ii) Failure to control quality and standard of works on the maintenance/repairing
of National Highways.
(iii) Irregularities in issuance of work order of contract works.
(iv) Failure to implement the procedure of restricted tender properly.
(B) MOTION FOR TOKEN CUT :
Shri I. Hemochandra Singh and
Shri Samuel Jendai, MLAs to move :
"that the amount of the demand be reduced by Rs. 100"
On account of :
(i) Lack of clear-cut policy for proper maintenance of roads.
(ii) Over-emphasis on non-prioritised sectors leading to disruption of intra-district and
rural connectivity of roads..
(iii) Failure to check the quality of works.

7. (i) Shri L. Ibomcha Singh, MLA to raise a discussion on the non-release of AAY rice for Imphal West
District arising out of the Starred Question No. 297 dated 7.7.2003.
(ii) Shri Erabot Yumkham, MLA to raise a discussion on the criteria/guidelines for selection of beneficiaries of
BPL/AAY rice arising out of the Starred Question No. 319 dated 14.7.2003.
