            3.     i)                    Dr. Nimaichand Luwang and Shri O. Joy Singh, MLAs to call the attention of the MAHUD
                                Minister on the apprehension of serious disturbance of peace as a result of the protest of
                                women vendors against the proposed reconstruction of Khwairamband Bazar. 

                    ii)                   Shri M.Nilchandra Singh, MLA to call the attention of the Home Minister on the measures 
                                to prevent recurrence of damages/hardships caused by blockade on the National Highways.

(i)                  DEMAND NO.1 STATE LEGISLATURE

Shri O. Ibobi Singh, Chief Minister to move: 

                                            “that a sum not exceeding Rs. 8,84,76,000 be granted to defray the charges which will
                                             come in course of payment during the financial year ending 31st March, 2004 in
                                             respect of Demand No. 1- State Legislature.” 

                                                             (ii)        DEMAND NO. 2- COUNCIL OF MINISTERS

                                   Shri O. Ibobi Singh, Chief Minister to move: 

                                          “that a sum not exceeding Rs. 2.02.92.000 be granted to defray the charges which will
                                            come in course of payment during the financial year ending 31st March, 2004 in
                                            respect of Demand No. 2- Council of Ministers” 

MOTION FOR TOKEN CUT:

                                                                Shri O. Joy Singh and
                                                               Shri L. Ibomcha Singh, MLAs to move: 

“that the amount of the demand be reduced by Rs. 100.” 

                                    ON ACCOUNT OF:

(i)                  Lack of proper direction, control and supervision in the administration.

(ii)                Lack of transparency.

(iii)               Inefficient working/administration of Ministers.

(iv)              Over-size Council of Ministers. 

    (iii)       DEMAND NO. 3- SECRETARIAT        

                                       Shri O. Ibobi Singh, Chief Minister to move: 

                                              “that a sum not exceeding Rs. 18,62,85,000 be granted to defray the charges which
                                                will come in course of payment during the financial year ending 31st March, 2004 in
                                                respect of Demand No. 3- Secretariat” 

MOTION FOR DISAPPROVAL OF POLICY CUT:

                                                Shri O. Joy Singh
                                                Shri N. Biren and
                                                Shri L. Ibomcha Singh, MLAs to move: 

“that the amount of the demand be reduced to Rs.1” 

                                   ON ACCOUNT OF :

(i)                  Lack of proper control of bureaucracy.

(ii)                Mismanagement of Secretariat administration.

(iii)               Failure in administration of Manipur Bhavans Delhi, Kolkata, Guwahati and State Guest House, Sanjenthong. 

   (iv)       DEMAND NO. 9- INFORMATION AND PUBLICITY:

                                           Shri O. Ibobi Singh, Chief Minister to move: 

                                                      “that a sum not exceeding Rs. 1,93,18,000 be granted to defray the charges
                                                       which will come in course of payment during the financial year ending 31st
                                                        March, 2004 in respect of Demand No. 9- Information and Publicity.” 

                             (A)      MOTION FOR DISAPPROVAL OF POLICY CUT:

                                                                Dr. Nimaichand Luwang, MLA to move: 

“that the amount of the demand be reduced to Rs.1.” 

                                                            ON ACCOUNT OF:

              (i)                  Non-downsizing and non-disbursement of salaries of 
              employees.

              (ii)                Irregularities in the promotion process of employees. 

                           (B)              MOTION FOR TOKEN CUT:

                                      Shri M. Bhorot Singh, MLA to move:           

            “that the amount of the demand be reduced by Rs100.” 

                                                          ON ACCOUNT OF: 

                (i)                  Lack of furnishing information to the general public in  respect of policy of
