                                        alleged  mass  rape  in  Tipaimukh  and  Thanlon  Sub-Division  of
                                        Churachandpur District. 

ELECTION  of  COMMITTEEs :

            4.         Shri O. Ibobi Singh, Chief Minister to move the following motion :- 

“that in pursuance of Rule 233(1) of the Rules of Procedure and Conduct of Business in Manipur Legislative Assembly this House do proceed to elect  7(seven) members each to the following Committees on March 13, 2006 :- 

                                                             (i)       Committee on Public Accounts.

                                                             (ii)      Committee on Estimates.

                                                             (iii)    Committee on Public Undertakings.”

DISCUSSION  AND  VOTING  ON  DEMANDS  FOR  GRANTS :

            6.         General discussion on the Budget Estimates, 2006-2007.

(1)    Demand No. 7 - POLICE :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 168,40,42,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2007 in respect of Demand No. 7 - Police.” 

                    (A)      MOTION  FOR DISAPPROVAL OF POLICY CUT :

                                S/Shri R.K. Dorendra Singh,
                                              M. Nilchandra Singh,
                                              I. Hemochandra Singh and
                                              M. Bhorot Singh, MLAs to move :- 

                                                  “ That the amount of the demand be reduced to Re. 1”.

                                             On Account of :

                                            (i)       Failure to enforce discipline to the Police and
                                               Commandos to prevent the excesses  and violation  of
                                               Human Rights   committed by some of them.

                                            (ii)     Failure to maintain Law and Order.

                                           (iii)     Failure   in   the   implementation   of    a      proper
                                               promotional policy and  accommodation   to police
                                               personnel.

                                            (iv)      Lack of vehicles and fuel. 

(2)    Demand No. 10 - EDUCATION :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a   sum  not  exceeding  Rs. 331,47,03,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2007 in respect of Demand No. 10 - Education.”  

                    (A)      MOTION  FOR DISAPPROVAL OF POLICY CUT :

                                Shri M. Nilchandra Singh, MLA to move :- 

                                        “ That the amount of the demand be reduced to Re. 1”. 

                                            On Account of :

                                            (i)        Failure to introduce an educational policy for the
                                                students of our  State  to  compete  with  the students
                                                of other  States of India. 

                    (B)      MOTION  FOR TOKEN CUT :

                                Shri O. Joy Singh and
                                Dr. Nimaichand Luwang, MLAs to move :- 

                                           “That the amount of the demand be reduced by Rs.100”. 

                                            On Account of :

                                            (i)        Failure  to  effectively  implement  Mid-day Meal
                                                 Scheme and SSA.

                                           (ii)       Failure to provide proper infrastructures of Schools.

                                           (iii)      Failure to introduce the Amendment Bill of the
                                                 Manipur Official Language Act.

                                            (iv)      Failure to implement N.C.C. Training. 

(3)    Demand  No. 24 - VIGILANCE DEPARTMENT :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 76,39,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2007 in respect of Demand No. 24 - Vigilance Department.”

 (4)   Demand No. 31 -  FIRE PROTECTION AND CONTROL :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs.2,78,16,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2007 in respect of Demand No. 31 - Fire Protection and Control.”

(5)    Demand No. 32 - JAILS :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 5,26,26,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2007 in respect of Demand No. 32 - Jails.” 

                    (A)      MOTION FOR TOKEN CUT :

                                Shri I. Hemochandra Singh, MLA to move :- 

                                        “That the amount of the demand be reduced by Rs.100”.

                                             On Account of :

                                            (i)        Failure to give proper facilities to Jail inmates as  
                                                 per norms laid down in the Jail manual.  

(6)    Demand No. 33 - HOME  GUARDS :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 7,24,18,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2007 in respect of Demand No. 33 - Home Guards.” 

(7)    Demand No. 34 - REHABILITATION :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 1,03,94,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2007 in respect of Demand No. 34 - Rehabilitation.” 

 (8)   Demand No. 27 - ELECTION :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 621,23,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2007 in respect of Demand No. 27 -  Election.”
