            6.         Discussion and Voting on Demands for Grants, 2006-2007 :-  

(1)    Demand No. 6 - TRANSPORT :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 2,30,35,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2007 in respect of Demand No. 6 - Transport.” 

                    (A)      MOTION  FOR DISAPPROVAL OF POLICY CUT :

                                  L. Ibomcha Singh, MLA to move :- 

                                              “ That the amount of the demand be reduced to Re. 1”. 

                                            On Account of :

                                            (i)        Labour problem and non-implementation of
                                                 minimum  wages.

                                           (ii)       Lack of proper law to control migrant labour into  the
                                               State of Manipur. 

                    (B)      MOTION FOR TOKEN CUT :

                                S/Shri L. Ibomcha Singh and
                        M. Bhorot Singh, MLAs to move :- 

                                               “That the amount of the demand be reduced by Rs.100”.

                                             On Account of :

                                                    (i)        Non-settlement of compensation claim  under
                                                          solatium fund.

                                                    (ii)       Failure to perform the minimum   expectation.

(2)    Demand No. 13 - LABOUR AND EMPLOYMENT :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 9,13,57,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2007 in respect of Demand No. 13 - Labour and Employment.” 

                    (A)      MOTION  FOR DISAPPROVAL OF POLICY CUT :

                                S/Shri M. Nilchandra Singh and
                        I. Hemochandra Singh,  MLAs to move :-  

                                          “ That the amount of the demand be reduced to Re. 1”. 

                                            On Account of :

                                            (i)        Failure to make a clear cut policy for giving jobs  to
                                                 the educated unemployed  youths.

                                           (ii)       Failure to have a target of  providing additional
                                                employment opportunities.

                                          (iii)      Failure to provide minimum wages, bonus and rights
                                               for the welfare of  labourers.  

(3)    Demand No. 14 - DEVELOPMENT OF TRIBAL AND SCHEDULED CASTES :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 101,26,04,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2007 in respect of Demand No. 14 - Development of Tribal and Scheduled Castes.” 

                    (A)      MOTION  FOR DISAPPROVAL OF POLICY CUT :

                                Dr. Nimaichand Luwang, MLA to move :-  

                                      “ That the amount of the demand be reduced to Re. 1”. 

                                            On Account of :

                                            (i)        Non-selection of beneficiaries of Scheduled Castes
                                                 group for E.D.   Scheme.

                                          (ii)       Failure  to  hold  election  of    Autonomous District
                                               Council.         

 (4)   Demand No. 18 - ANIMAL HUSBANDRY AND VETERINARY INCLUDING  DAIRY  FARMING :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a sum  not  exceeding  Rs. 23,96,35,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2007 in respect of Demand No. 18 - Animal Husbandry and Veterinary including Dairy Farming.” 

                    (A)      MOTION  FOR DISAPPROVAL OF POLICY CUT :

                                Shri O. Joy  Singh, MLA to move :-  

                                        “ That the amount of the demand be reduced to Re. 1”. 

                                            On Account of :

                                            (i)        Lack of proper implementation of  programme.

                                           (ii)       Lack of effective measures for protection and
                                                preservation of Pony.

 

(5)    Demand No. 40 - IRRIGATION  AND  FLOOD  CONTROL DEPARTMENT :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 203,04,59,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2007 in respect of Demand No. 40 - Irrigation and Flood Control Department.” 

                    (A)      MOTION  FOR  DISAPPROVAL  OF  POLICY CUT :

                                Dr. Nimaichand Luwang, MLA to move :-  

                                “ That the amount of the demand be reduced to Re. 1”. 

                                            On Account of :

                                            (i)        Failure of formulating a composite Flood  Control
                                                 Scheme.

                                          (ii)          Non-completion  of  Thoubal  Project  and 
                                                  non- functioning of irrigation canals  under the
                                                 Thoubal  Barrage. 

                    (B)      MOTION  FOR  ECONOMY CUT :

                                Shri O. Joy  Singh, MLA to move :-  

                                           “That the amount of the demand be reduced by Rs.1000”.

                                             On Account of :

                                            (i)        Lack of protection of River bands.

                                            (ii)       Failure to complete ongoing projects.

                                            (iii)     Failure to implement Chandranadi  Project. 

(6)    Demand No. 45 - tOURISM :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 2,63,40,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2007  in respect of Demand No. 45 - Tourism.”  

                    (A)      MOTION FOR TOKEN CUT :

                                Shri I. Hemochandra Singh,  MLA to move :- 

                                               “That the amount of the demand be reduced by Rs.100”.

                                            On Account of :

                                            (i)        Failure to maintain tourist facilities.

                                           (ii)       Occupation of  prime tourists locations  by security
                                                personnel.

(7)    Demand No. 30 -  GENERAL ECONOMIC SERVICES AND PLANNING :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a   sum  not  exceeding  Rs. 99,88,25,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2007 in respect of Demand No. 30 - General Economic Services and Planning.”
