               (ii)    Shri O. Joy Singh, MLA to call the attention of the Minister, Education(S) on the alarming decline
                       in the performance of Government School Students in the H.S.L.C. Examination.

          5. Discussion on Governor’s Address on the Motion of Thanks moved by Shri Th. Debendra Singh and
             seconded by Shri T. Manga Vaiphei, members of the Manipur Legislative Assembly on March 11,
             2003.
                             “that the members of the Manipur Legislative Assembly Assembly assembled  in this Session
                               are deeply grateful to the Governor for the address which he has been pleased to deliver to this
                               House on March 11, 2003.”

AMENDMENT TO THE MOTION OF THANKS TO THE GOVERNOR'S ADDRESS
TO BE MOVED IN THE HOUSE

(1) Dr.Nimaichand Luwang, MLA

        1. That, the address has failed to clearly spell out employment policy for the educated unemployed youths 
            of the state.

        2. That, the address has failed to include failure of the State Government in the management of overall financial
            resources and regulation of expenditure.

        3. that, the address has failed to include a clear cut policy to tackle the militancy and insurgency in the state 
            and  related overall law and order problems.

(2) Shri O.Joy Singh, MLA

       1. It fails to mention about the clear-cut-policy for the participation of youth actively in Nation Building process.

       2. It fails to mention a clear-cut policy of self employment generation of youth providing a special package for
           youth.

      3. It fails to mention a clear-cut policy of employment of outstanding sports person in the State.

      4. It fails to mention the proper measure to be taken up to check corruption favouritism and nepotism in the
          State.

     5. It fails to mention about the complete failure in the implementation of Panchayati Raj Institution.
