DISCUSSION AND VOTING ON DEMANDS FOR GRANTS : 5. Discussion and voting on demands for grants, 2005-2006. (1) Demand No. 15 - FOOD AND CIVIL SUPPLIES : Shri O. Ibobi Singh, Chief Minister to move : “that a sum not exceeding Rs. 6,57,77,000 be granted to defray the charges which will come in course of payment during the financial year ending 31st March, 2006 in respect of Demand No. 15 - Food and Civil Supplies.” (a) MOTION FOR DISAPPROVAL OF POLICY CUT : Shri O. Joy Singh and Dr. Nimaichand Luwang, MLAs to move : “That the amount of the demand be reduced to Re.1”. On account of : (i) Failure of PDS system. (b) MOTION FOR TOKEN CUT : Shri I. Hemochandra Singh, Shri M. Bhorot Singh and Shri L. Ibomcha Singh, MLAs to move : “That the amount of the demand be reduced by Rs.100”. On account of : (i) Non-availability of essential commodities. (ii) Irregularity in the management and distribution of controlled items. (iii) Failure to maintain PDS system. (2) Demand No. 16 - CO-OPERATION : Shri O. Ibobi Singh, Chief Minister to move : “that a sum not exceeding Rs. 8,01,94,000 be granted to defray the charges which will come in course of payment during the financial year ending 31st March, 2006 in respect of Demand No. 16 - Co-operation.” (3) Demand No. 19 - ENVIRONMENT AND FOREST : Shri O. Ibobi Singh, Chief Minister to move : “that a sum not exceeding Rs. 27,35,82,000 be granted to defray the charges which will come in course of payment during the financial year ending 31st March, 2006 in respect of Demand No. 19 - Environment and Forest.” (a) MOTION FOR DISAPPROVAL OF POLICY CUT : Shri S. Ibohal Singh, MLA to move : “That the amount of the demand be reduced to Re.1” On account of : (i) Failure to provide adequate fund for removal of Kang (Phumdi) at Loktak Lake. (4) Demand No. 44 - SOCIAL WELFARE DEPARTMENT : Shri O. Ibobi Singh, Chief Minister to move : “that a sum not exceeding Rs. 48,91,04,000 be granted to defray the charges which will come in course of payment during the financial year ending 31st March, 2006 in respect of Demand No. 44 - Social Welfare Department.” (a) MOTION FOR DISAPPROVAL OF POLICY CUT : Shri N. Biren Singh, Shri L. Ibomcha Singh and Shri S. Ibohal Singh, MLAs to move : “That the amount of the demand be reduced to Re.1” On account of : (i) Failure to distribute milk in time to the Anganwadi Centres. (ii) Non-implementation of Central Sponsored Schemes from time to time. (iii) Non-payment of old age pension. (iv) Mis-management of Family Benefit Scheme. (v) Mis-management of Anganwadi Centres. (vi) Failure in timely implementation of Social Welfare Schemes/Programmes. (5) Demand No. 46 - SCIENCE AND TECHNOLOGY : Shri O. Ibobi Singh, Chief Minister to move : “that a sum not exceeding Rs. 4,57,37,000 be granted to defray the charges which will come in course of payment during the financial year ending 31st March, 2006 in respect of Demand No. 46 - Science and Technology.” |
