 DISCUSSION AND VOTING ON DEMANDS FOR GRANTS :

           5.   Discussion and voting on demands for grants, 2005-2006. 

(1)    Demand No. 5 - FINANCE DEPARTMENT :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 189,96,16,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2006  in respect of Demand No. 5 - Finance Department.”  

(a)      MOTION FOR DISAPPROVAL OF POLICY CUT :

            Shri L. Ibomcha Singh, MLA  to move : 

“That  the  amount  of  the  demand  be  reduced  to  Rs. 1”. 

            On account of :

                         (i)       Lack of financial control.

(b)      MOTION FOR ECONOMIC CUT :

            Shri M. Nilchandra Singh,
            Dr. Nimaichand Luwang,
            Shri O. Joy Singh and
            Shri M. Bhorot Singh, MLAs  to move : 

“That  the  amount  of  the  demand  be  reduced  by  Rs. 100”. 

            On account of :

(i)       Failure to make reference to any policy direction.

(ii)     Lack of financial discipline.

(iii)    Lack of control in expenditure.

(iv)     Failure to streamline the financial rule.

(2)    Demand No. 9 - INFORMATION AND PUBLICITY :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 2,03,12,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2006  in respect of Demand No. 9 - Information and Publicity.” 

(a)      MOTION FOR ECONOMIC CUT :

            Shri L. Ibomcha Singh,  MLA to move : 

“That  the  amount  of  the  demand  be  reduced  by  Rs. 500”. 

            On account of :

(i)       Lack of publicity in the Department.

(3)    Demand No. 23 - POWER :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 209,02,99,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2006  in respect of Demand No. 23 - Power.” 

(a)      MOTION FOR DISAPPROVAL OF POLICY CUT :

            Shri S. Ibohal Singh and
            Shri I. Hemochandra Singh, MLAs  to move : 

“That  the  amount  of  the  demand  be  reduced  by  Rs. 1” 

            On account of :

(i)       Failure to implement the Schemes/Projects of Loktak Down Stream.

(ii)     Failure of the Department to procure transformers in time.

(iii)     Lack of maintenance funds with the Department.

(iv)      Failure to control power theft.

(b)      MOTION FOR ECONOMIC CUT :

            Shri O. Joy Singh and
            Dr. Nimaichand Luwang, MLAs  to move : 

“That  the  amount  of  the  demand  be  reduced  by  Rs. 100”. 

            On account of :

(i)       Failure to take up schemes/projects to make up power shortfall.

(ii)     Failure to detect fake appointees.

(iii)    Failure to make regular supply of power to the consumers. 

 (4)   Demand No. 28 - STATE EXCISE :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 5,69,55,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2006  in respect of Demand No. 28 - State Excise.” 

(5) Demand No. 29 - SALE TAXES, OTHER TAXES/DUTIES ON COMMODITIES AND SERVICES :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 1,50,75,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2006  in respect of Demand No. 29 - Sale Taxes, Other Taxes/Duties on Commodities and Services.”

(6)   Demand No. 43 - HORTICULTURE AND SOIL CONSERVATION :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 16,37,23,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2006  in respect of Demand No. 43 - Horticulture and Soil Conservation.” 

(a)      MOTION FOR ECONOMIC CUT :

            Dr. Nimaichand Luwang,
            Shri O. Joy Singh, MLAs  to move : 

“That  the  amount  of  the  demand  be  reduced  by  Rs. 100”. 

            On account of :

(i)       Misappropriation and misutilisation of fund for the project "Establishment of Breeder Seed Potato Farm at regional potato farm, Mao" .

(ii)     Failure to implement schemes for economic development of the State.
 

(b)    MOTION FOR  TOKEN CUT :

Shri L. Ibomcha Singh,  MLA  to move : 

“That  the  amount  of  the  demand  be    reduced  to    Re.100” 

            On account of :

(i)      Failure to implement various projects and schemes of the Department.
