3.         (i)     Shri O. Joy Singh and Dr. Nimaichand Luwang, MLAs to call the attention of Health Minister on the defunct of the Manipur State AIDS Control Society. 

                          (ii)   Shri  M. Nilchandra Singh, MLA to call the attention of Home Minister on the recovery of gun-powder, wireless sets, 5 vehicles etc. addressed to Manipur Police from godown of Dimapur Railway Station.

 DISCUSSION AND VOTING ON DEMANDS FOR GRANTS :

           5.   Discussion and voting on demands for grants, 2005-2006. 

(1)    Demand No. 7 - POLICE :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 149,73,45,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2006  in respect of Demand No. 7 - Police.”  

(a)      MOTION FOR DISAPPROVAL OF POLICY CUT :

            Shri M. Nilchandra Singh,
            Shri B.D. Behring and
            Shri L. Ibomcha Singh, MLAs  to move : 

“That  the  amount  of  the  demand  be  reduced  to  Rs. 1”. 

            On account of :

                         (i)       Failure  to  maintain law and order of the State.
                         (ii)      Maladministration in Police Department.

(b)      MOTION FOR ECONOMIC CUT :

            Shri I. Hemochandra Singh,
            Shri O. Joy Singh and
            Dr. Nimaichand Luwang, MLAs  to move : 

“That  the  amount  of  the  demand  be  reduced  by  Rs. 100”. 

            On account of :

(i)       Lack of parity in the re-instatement of suspended or terminated personnel in the police department.

(ii)     Lack of funds and maintenance of vehicles in the police department.

(iii)    Failure to dispose off many cases effectively.

(iv)     Failure to maintain law and order.

(v)    The performance of this Department is not upto expectations.

 

(2)    Demand No. 24 -  VIGILANCE DEPARTMENT :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 70,15,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2006  in respect of Demand No. 24 - Vigilance Department.” 

(3)    Demand No. 31 - FIRE PROTECTION AND CONTROL :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 3,13,48,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2006  in respect of Demand No. 31 - Fire Protection and Control.”   

 (4)   Demand No. 32 - JAILS :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 6,59,78,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2006  in respect of Demand No. 32 - Jails.” 

(a)    MOTION FOR  DISAPPROVAL  OF  POLICY CUT :

Shri I. Hemochandra Singh ,  MLA  to move : 

“That  the  amount  of  the  demand  be    reduced  to    Re.1” 

            On account of :

(i)       Lack of proper funding for jail administration.

                         (ii)      Poor hygienic infra-structure facilities in jails.

(5)   Demand No. 33 - HOME GUARDS :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 4,85,53,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2006  in respect of Demand No. 33 - Home Guards.” 
 

(a)    MOTION FOR  TOKEN CUT :

Shri L. Ibomcha  Singh and
            Shri I. Hemochandra Singh,  MLAs  to move : 

“That  the  amount  of  the  demand  be    reduced  to    Re.100” 

            On account of :

(i)       Failure to provide adequate facilities to the home guards.

                        (ii)      Appointment of home guards to fake certificate
                                   holders.

                       (iii)    Non-payment of salary to home guard constables.

(6)   Demand No. 34 - REHABILITATION :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 83,61,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2006  in respect of Demand No. 34 - Rehabilitation.” 
 

(a)    MOTION FOR  TOKEN CUT :

Shri I. Hemochandra Singh,  MLA  to move : 

“That  the  amount  of  the  demand  be    reduced  to    Re.100” 

            On account of :

(i)      Failure to the Government to rehabilitate surrendered militants.
