5. Discussion on the Motion of Thanks to the Governor Address moved by
Dr. M. Nara Singh and seconded by Dr. S. Budhichandra Singh, members
of the Manipur Legislative Assembly on February 22, 2006.
“That the members of the Manipur Legislative Assembly
assembled in this Session are deeply grateful to the
Governor for the Address which he has been pleased
to deliver to the House on February 22, 2006”.

AMENDMENTS TO THE MOTION OF THANKS
TO THE GOVERNOR'S ADDRESS
1. Shri I. Hemochandra Singh, MLA :
(a) Fails to spell out a clear cut policy to end violence and find a lasting solution to the
problems of the decades long insurgency in the State.
(b) It does not indicate a clear cut policy of rehabilitation for the people affected by road
widening of N.H. 39 and the compensation is inadequate.
(c) It is not very clear on the issue of creating adequate infrastructure in Imphal City.
2. Shri B.D. Behring, MLA :
(a) Fails to include any concrete policy about the Local Self Administration/District
Council.
3. Dr. Nimaichand Luwang, MLA :
(a) Failure of the Government to protect life and liberty of the civil society and breakdown
of law enforcing agencies.
(b) Absence of Civil Administration and overall developmental activities in hill districts.
(c) Failure of Public Distribution System.
4. Shri M. Nilchandra Singh, MLA :
(a) That the Governor's Address has failed to mention the maintenance of law & order in
the State.
(b) The Address has failed to mention the Industrial Policy in the State in connection with
the establishment of India-South East Asia trade.
5. Shri R.K. Dorendra Singh, MLA :
(a) No concrete steps have been spelt out on political dialogue with valley insurgents.
(b) No arrangement has been mentioned for the displaced persons to be evicted on
N.H. 39 expansion.
(c) No State Employment Policy for the unemployed youths have been mentioned.
(d) No policy has been mentioned for the economic growth of the State.
6. Shri M. Bhorot Singh, MLA :
(a) The Address has failed to outline the policy and programme for laying down arms by
the insurgent youths.
7. Shri S. Ibohal Singh, MLA :
(a) Failure to maintain law & order in the State.
(b) Failure to create infrastructure development in the State.
(c) Failure to implement Central Sponsored Schemes.
8. Shri L. Ibomcha Singh, MLA :
(a) Failure to supply drinking water in the urban areas.
(b) Failure to adopt any policy for control of HIV/AIDS.
(c) Failure to declare clear cut policy for land acquisitions.
(d) Failure to mention about controlling excesses committed by security personnel.
9. Shri O. Joy Singh, MLA :
(a) Failure to mention the concrete policy of the Government about the peaceful
settlement.
(b) Failure to mention the monitoring programme of Government.
