2.        The Speaker, Manipur Legislative Assembly to move a resolution on obituary reference on the demise of Shri Kh. Chandra, former member of the Seventh Manipur Legislative Assembly.

INTIMATION OF GOVERNOR’S ASSENT TO BILL :

3.         The  Secretary,  Manipur  Legislative  Assembly  to  intimate  the  House  Governor’s Assent to Bill.

PRESENTATION  OF  committee report :

4.         Shri O. Ibobi Singh, Chief Minister to present the Thirteenth Report of  the Business Advisory Committee, 2005 and also to move :-

                                     “That this House agreed with the allocation of time
                                        proposed by the Committee.”

ADJOURNMENT MOTION :

5.         Motion for adjournment on matter of urgent public importance, if any.

CALLING ATTENTION :

6.           (i)      Dr. Nimaichand Luwang, MLA to call the attention of Education(S)       Minister on the issues of fake appointment in the Department.

  (ii)      Shri M. Nilchandra Singh, MLA  to call the attention of MAHUD  Minister on the construction of Temporary Market Shed.

DISCUSSION ON GOVERNOR’S ADDRESS:

7.         Discussion on Governor’s Address on the Motion  of  Thanks  moved by  Shri C. Doungel  and  seconded by Shri Th. Tomba Singh, member of the  Manipur Legislative Assembly on March 15, 2005 :-

                                                  “That  the  members  of  the  Manipur  Legislative  Assembly
                                                  assembled in this Session are deeply grateful to the  Governor
                                                 for   the  Address  which  he  has  been   pleased   to  deliver to
                                                this House on
March 15, 2005.”

Amendment  to  the  Motion of  thanks to the Governor’s Address to be moved in the House

I.      Shri M. Bhorot Singh, MLA :

         (1)     There is no complete proposal for laying down of Arms.

II.     Shri M. Nilchandra  Singh, MLA :

         (1)   Fails to suggest a complete policy for bringing a permanent solution to the insurgency problems in the State.

         (2)    Fails to make a complete policy for protecting the territorial integrity of the State.

         (3)    Fails to mention a complete policy of economic growth for bringing the quality of life of general public in the state.

III.    Dr. Nimaichand Luwang, MLA :

         (1)    Fails to give a clear cut policy to end insurgency in the State.

         (2)    Failed to outline anti-corruption measures to check large scale malpractices, misappropriation, corruptions in the Government Departments particularly in the Education Department.

IV.    Shri L. Ibomcha  Singh, MLA :

         (1)     Fails to mention about day-to day deteriorating law and order situation in Manipur.

 V.    Shri I. Hemochandra  Singh, MLA :

        (1)    Fails to mention about a solution to the acute power crisis in the State.

        (2)    Fails to mention anything on the pitiable road condition in the State particularly in Imphal city.

        (3)     Fails to spell specific remedies for supply of drinking water in greater Imphal area.

        (4)     Fails to mention about the streamline of the Education Department towards  improving quality education.
