           4.   (i)   Shri M. Nilchandra Singh, MLA to call the attention of the Science                                and Technology Minister on the non-functioning of Remote Sensing                                Application Centre. 

                 (ii)   Shri L. Ibomcha Singh, MLA to call the attention of Social Welfare                              Minister on  the non-release of financial assistance to the Children                                 Home, of Manipur.

DISCUSSION AND VOTING ON DEMANDS FOR GRANTS :

           6.   Discussion and voting on demands for grants, 2005-2006. 

(1)    Demand No. 6 - TRANSPORT :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 2,18,83,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2006  in respect of Demand No. 6 - Transport.”  

(a)      MOTION FOR ECONOMY CUT :

                        Shri M. Bhorot Singh and

                        Shri L. Ibomcha Singh,  MLAs  to move : 

“That  the  amount  of  the  demand  be  reduced  by  Rs. 500”. 

                        On account of :

(i)        Failure to collect proper taxes from registered  vehicles.

(ii)       Non-registration  of  Motor  Vehicles  of  the  security personnel.

(iii)     Failure  to  pay compensation from Solatium  Fund to the claimants. 

(2)    Demand No. 14 - development of tribal and schedule castes :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 75,00,25,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2006  in respect of Demand No. 14 - Development of Tribal and Schedule Castes.” 

(a)       MOTION FOR DISAPPROVAL OF POLICY CUT :

                        Shri B.D. Behring,

                        Shri O. Joy Singh,

                        Dr. Nimaichand Luwang,

                        Shri I. Hemochandra Singh and

                        Shri  L. Ibomcha Singh,  MLAs  to move : 

“That the amount of the demand be reduced to Re.1” 

                        On account of :

(i)        Failure  to  implement  Centrally  Sponsored  Scheme. 

(ii)       Non-payment  of  ST/SC  scholarship for the  last five years. 

(iii)     Failure in  the administration in Hill Areas. 

(iv)      Failure to implement retirement benefit and  pension for employees under the Autonomous District Council. 

(v)       Mal-administration in the Department. 

(vi)      Failure  to  observe  safety  measures while executing  contract  works  leading  to  injury and death to individuals. 

(vii)     Failure  to make a clear cut policy to protect  river embankments. 

(viii)    Failure  to  implement  various  development  and  welfare  programmes  for  the  speedy  development  of  the  people  of  Scheduled  Castes and Scheduled Tribes.

(3)    Demand No. 40 - IRRIGATION AND FLOOD
CONTROL DEPARTMENT :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 73,44,92,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2006 in respect of Demand No. 40 - Irrigation and Flood Control Department.” 

(a)      MOTION FOR ECONOMY CUT :

            Shri O. Joy Singh and

            Dr. Nimaichand Luwang,  MLAs  to move : 

“That the amount of  the demand  be reduced by Rs.100”. 

            On account of :

                         (i)       Failure to complete ongoing projects. 

(b)      MOTION FOR TOKEN CUT :

            Shri L. Ibomcha Singh, MLA  to move : 

“That the amount of  the demand  be reduced by  Rs.1,000”. 

            On account of :

(i)       Non-completion of Waishel Maril Project.

                         (ii)      Non-completion of Nambul Project.    

Private memberS’S RESOLUTION :

7.         Shri  O. Joy Singh  and  Dr. Nimaichand Luwang, MLAs  to move the  following resolution :- 

                                    " This  august  House  has  resolved  to  reserve (22)    points  of 
                                     the vacancies in the posts and services of   the OBC of the State
                                   of Manipur  and provide  necessary  enactment accordingly with
                                  immediate  effect."
