3.         (i)       S/Shri M. Nilchandra Singh and S. Ibohal Singh, MLAs to call the  attention  of  Home Minister  on the 3 days  bundh called by  the   Sadar Hills District Demand Committee. 

                        (ii)      S/Shri  B.D. Behring and L. Ibomcha Singh, MLAs to call the attention  of  Home Minister on the  deteriorating law and order situation in  the 4 Hill Districts  following  the  assault by the I.R.B. personnel on civilians at Senapati.

DISCUSSION AND VOTING ON DEMANDS FOR GRANTS :

           5.   Discussion and voting on demands for grants, 2005-2006. 

(1)    Demand No. 10 - EDUCATION :

         Shri O. Ibobi Singh, Chief Minister to move : 

 “that  a  sum  not  exceeding  Rs. 327,76,06,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2006  in respect of Demand No. 10 - Education.” 

(a)      MOTION FOR DISAPPROVAL OF POLICY CUT :

            Shri S. Ibohal Singh,

            Shri M. Nilchandra Singh,

            Shri I. Hemochandra Singh,

            Shri N. Bihari Singh,

            Shri O. Joy Singh,

            Dr. Nimaichand Luwang and

            Shri L. Ibomcha Singh, MLAs  to move : 

“That  the  amount  of  the  demand  be  reduced  to Re. 1”. 

            On account of :

(i)        Failure to implement the scheme of SSA and other scheme.

                         (ii)      Failure to bring about quality education.

(iii)     Official insubordination  while  appointing  cooks  under  Mid-Day-Meal  and  failure  to  implement the scheme effectively.

(iv)     Irregularities in the appointment of teaching staff.

                         (v)      Mis-appropriation of huge funds.

                       (vi)       Non-implementation of vocational education  in letter and spirit.

                         (vii)    Failure  to  follow  seniority  in the matter of
                                    allotting  the  teacher to hold higher posts on  
                                    in-charge basis.

(viii)    Failure to open the micro-biology department  in the Colleges and University.

(ix)     Irrational transfer and posting of teachers in  the Schools and Colleges.

(x)      Mis-management of the Centrally Sponsored Schemes.

(xi)     Non-implementation   of   the   programme/ schemes of NCC in the State.

(xii)   Failure   to   amend   the   Manipur   Official  Language Act, 1978.

(2)    Demand No. 25 -  YOUTH AFFAIRS AND SPORTS DEPARTMENT :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 10,14,43,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2006  in respect of Demand No. 25 - Youth Affairs and Sports Department.” 

(a) MOTION  FOR  DISAPPROVAL  OF  POLICY CUT :

            Shri I. Hemochandra Singh and

            Shri L. Ibomcha Singh, MLAs  to move : 

“That the amount of  the demand be reduced to Re. 1.” 

            On account of :

(i)      Irregularities in the departmental promotion leading to favouritism and nepotism.

(ii)     Lack  of  proper  direction  in  the  policy  of appointment of Government jobs for meritorious sportsperson of the state.

(iii)    Failure to promote Games and Sports in the  State.

                         (iv)     Failure to protect the interest of the local
                                    sportsperson.

                         (v)    Failure to provide sufficient fund in the  Budget for
                                  the sportsperson participating national  tournament
                                  outside the state. 

 (3)   Demand No. 38 - PANCHAYAT :

Shri O. Ibobi Singh, Chief Minister to move : 

 “that  a  sum  not  exceeding  Rs. 8,55,20,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2006  in respect of Demand No. 38 - Panchayat.”  

(a)      MOTION FOR TOKEN CUT :

            Shri M. Bhorot Singh, MLA  to move : 

“That  the  amount  of  the  demand  be  reduced  to Rs. 100”.

            On account of :

(i)       Failure to delegate power to the Panchayat.     

 (4)  Demand No. 47 - WELFARE OF MINORITIES AND OTHER BACKWARD CLASSES :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 9,41,03,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2006  in respect of Demand No. 47 - Welfare of Minorities and Other Backward Classes.” 

(a)      MOTION FOR TOKEN CUT :

            Shri L. Ibomcha Singh, MLA  to move : 

“That  the  amount  of  the  demand  be  reduced  to Rs. 100”.

            On account of :

(i)       Failure to protect the interest of Minorities and Other Backward Classes.

                         (ii)     Mal-administration of the Department.

(iii)    Mis-management of the Centrally Sponsored  Scheme.
