CALLING ATTENTION :

5.          (i)       Dr. Nimaichand Luwang and Shri O. Joy Singh, MLAs to call the  attention  of  the  Health  Minister on  the shortage of medical  facilities and staff of Community Health Centre in Sagolmang.

                         (ii)    Shri  I. Hemochandra Singh, MLA to call the attention of MAHUD  Minister on  the  non-payment  of  salary  for employees of Imphal  Municipal Council.

DISCUSSION AND VOTING ON DEMANDS FOR GRANTS :

           7.   Discussion and voting on demands for grants, 2005-2006. 

(1)    Demand No. 12 - Municipal  administration, housing  and urban development :

         Shri O. Ibobi Singh, Chief Minister to move : 

 “that  a  sum  not  exceeding  Rs. 40,16,68,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2006  in respect of Demand No. 12 - Municipal Administration, Housing and Urban Development.” 

(a)      MOTION FOR DISAPPROVAL OF POLICY CUT :

            Shri I. Hemochandra Singh,

            Dr. Nimaichand Luwang,

            Shri O. Joy Singh,

            Shri L. Ibomcha Singh and

            Shri M. Nilchandra Singh, MLAs  to move : 

“That  the  amount  of  the  demand  be  reduced  to Re. 1”. 

            On account of :

(i)      Favouritism  and  corruption in the allotment  of  temporary  market  sheds  to  the Women  Vendors of Ima Market.

(ii)     Unjustified eviction in the name of development of  Imphal City under Master Plan 2011.

(iii)    Failure  to  make  a  proper  and  model  town  planning.

(iv)     Failure to maintain a complete demarcation          of jurisdiction  between Revenue and MAHUD.

                         (v)      Failure in the Municipal Administration.

(b)      MOTION FOR TOKEN CUT :

            Shri S. Natum Singh and

            Shri M. Bhorot Singh,  MLAs  to move : 

“That  the  amount  of  the  demand  be  reduced  by Rs. 100”. 

            On account of :

(i)       Failure to control  the  Imphal  Municipal Council.

(ii)     Irregularities in the administration of Imphal Municipal Council. 

(2)    Demand No. 21 -  COMMERCE & industries AND WEIGHT & MEASURES DEPARTMENT :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 19,99,74,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2006  in respect of Demand No. 21 - Commerce & Industries and Weight & Measures Department.” 

(a) MOTION  FOR  DISAPPROVAL  OF  POLICY CUT :

            Shri M. Nilchandra Singh,

            Dr. Nimaichand Luwang,

            Shri O. Joy Singh and

            Shri I. Hemochandra Singh, MLAs  to move : 

“That the amount of the demand be reduced to Re. 1.” 

            On account of :

(i)       Failure to  implement  the  Industrial Policy, 2003.

(ii)      Failure to find out a new Industrial Policy for creating investment environment.

(iii)   Failure  to  take  up  Employment  Generation Schemes effectively.

                         (iv)     Failure to take up K.V.I. Schemes.

                        (v)       Non-functioning of  MANITRON  to  its optimum
                                   capacity.

(vi)    Non-payment  of  salaries  of  the employees of MANITRON for the last seven(7) months.

 (3)    Demand No. 37 - FISHERIES :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 9,30,58,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2006  in respect of Demand No. 37 - Fisheries.” 

(a)  MOTION  FOR  DISAPPROVAL  OF  POLICY  CUT :

            Shri M. Nilchandra Singh and

            Shri S. Ibohal Singh, MLAs  to move : 

“That  the  amount  of  the  demand  be  reduced  to Re.1” 

            On account of :

(i)       Failure  to  make Fisheries policy of the State.

(ii)      Failure  to  implement  Fisheries  Welfare  Scheme  for  the fish farmers around Loktak  Lake.    

 (4)   Demand No. 39 - SERICULTURE :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 54,12,05,00  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2006  in respect of Demand No. 39 - Sericulture.”
