The House assembled at 11.00 am. of Friday, the 9th February, 2004 in the Assembly Hall with the Hon’ble Speaker in the Chair.

MEMBERS  PRESENT:

            Hon’ble Chief Minister, 23 Cabinet Ministers, Chairman (Hill Areas Committee), Hon’ble  Deputy Speaker, 7 Ministers of State and 5 Elected Members.

(All the Opposition Members left the House before the Hon’ble Speaker took the chair.)

 QUESTIONS:

(a)        In reply to Starred Question No. 544, asked by Shri Erabot Yumkham, MLA regarding the improvement works in respect of schools, the Hon’ble  Minister Education (S) made a reply. 

(b)        In reply to Starred Question No. 550, asked by Shri Erabot Yumkham, MLA regarding the construction of Tribal Market Complex at New Lambulane, the Hon’ble Minister (Tribal Development) gave a reply. 

            Answers to Unstarred Question Nos. 44 & 46 were laid on the Table as written replies.

LEAVE OF ABSENCE:

            Shri K. Ranjit Singh, Minister (Agriculture) applied for leave of absence and the House granted it.

 PAPER LAID ON THE TABLE:

            Shri A. Aza, Minister (Youth Affairs and Sports), laid a copy of the Manipur State Sports Policy, 2003 on the Table of the House.

 CALLING ATTENTION:

            Shri Chungkhokai Doungel, MLA called the attention of the Revenue Minister on the ongoing agitation in pursuance of the demand for upgradation of the Sadar Hills into a full-fledged revenue district. He said that he is moving the motion on behalf of two lakhs people of Sadar Hill districts as it was a justified demand. He added that even after the State Government had taken Cabinet decision on two instances, the Government had failed to implement it.

             Shri E. Biramani Singh, Minister (Revenue), replied that in the interest of the people the Cabinet had taken decisions in favour of upgradating  the Sadar Hills into a full-fledged revenue district. He further added that it is only a matter of time, as the matter was under the active consideration of the Government.

            Hon’ble Chief Minister,  Shri O. Ibobi Singh  replied  that two Cabinet decisions had been taken in 1982 and 2000 for upgradation of the Sadar Hills into a full-fledged revenue district. He further added that since it was a genuine and justified demand as well as in the interest of the people of Sadar Hills, it was under active consideration for fulfilling the demand.

 CONSIDERATION AND PASSING OF BILL:

            Shri Z. Mangaibou,  Minister (SCERT) moved:

            “that the Manipur Secondary Education (Fifth Amendment) Bill, 2004 be taken into consideration”

And also moved for the passing of the Bill.

             The Bill was passed after clause by clause consideration.

 INTIMATION BY THE SPEAKER:

            Hon’ble Speaker, Shri T.N. Haokip informed the House that he had received two Notices of Resolutions dated 23/1/2004 and 27/1/2004 for removal of the Speaker from his office. He further added that it was rejected on certain grounds, which he read out in the House.

            The Hon’ble Speaker, Shri T.N. Haokip  adjourned the House sine die at 11.50 am.
