The House assembled at 11.00 am. of Friday, the 27th February, 2004 in the Assembly Hall with the Hon’ble Speaker in the Chair.

MEMBERS  PRESENT:

                Hon’ble Chief Minister, 23 Cabinet Ministers, Chairman (Hill Areas Committee),  7 Ministers of State and 5 Elected Members.

            (All the Opposition Members  left the House before the Hon’ble Speaker took the chair.) 

QUESTIONS:

(a)       In reply to Starred Question No. 555, asked by Shri Erabot Yumkham, MLA regarding the Policy of Foreign/Indian made local wine/liquor, the Hon’ble  Chief Minister  made a reply. 

            Starred Question Nos. 553, 554, 556 & 557 were not asked. 

OBITUARY REFERENCE:

            Hon’ble Speaker, Shri T.N. Haokip moved a resolution on obituary reference on the demise of Naorem Kanhai Singh, former Member of the Manipur Territorial Council.

            Hon’ble Chief Minister, Shri O. Ibobi Singh, Hon’ble Ministers, S/Shri E. Biramani  Singh, N. Mangi Singh,  Abdul Salam, Dr. Nara Singh participated in the obituary reference.         

            The following resolution was adopted by the House:-               

            “That, this House expresses its deep and profound sorrow at the sad demise of Naorem Kanhai Singh, former Member of the Manipur Territorial Council.

            And, that the Members of the House observe two minutes silence by standing to pray to the Almighty God for the eternal peace of the departed soul.” 

            The House observed two minutes silence in respect of the departed soul.

PRESENTATION OF COMMITTEE REPORT:

            Shri O. Ibobi Singh, Chief Minister presented the Ninth Report of the Business Advisory Committee, 2004 and moved:- 

            “that this House agrees with the allocation of time proposed by the Committee.” 

            The House agreed.

PRESENTATION OF SUPPLEMENTARY DEMANDS FOR GRANTS:

            Shri O. Ibobi Singh, Chief Minister presented the Supplementary Demands for Grants, 2003-2004. 

PRESENTATION OF BUDGET ESTIMATES:

            Shri O. Ibobi Singh, Chief Minister presented the Budget Estimates, 2004-2005. 

MOTION FOR VOTE ON ACCOUNTS:

            Shri O. Ibobi Singh, Chief Minister moved the Motion for Vote on Accounts, 2004.

The Hon’ble Speaker, Shri T.N. Haokip, adjourned the House at 11.40 a.m till 11.00 a.m. of Monday, the 1st March, 2004.
