The House assembled at 11.00 am. of Friday, the 25th July, 2003 in the Assembly Hall with the Hon’ble Speaker in the Chair. MEMBERS PRESENT: Hon’ble Chief Minister, 25 Cabinet Ministers, Chairman (Hill Areas Committee), Hon’ble Deputy Speaker, 9 Ministers of State and 20 Elected Members. STATEMENT BY THE SPEAKER: The Hon’ble Speaker, Shri T.N. Haokip, expressed regret over the inconveniences caused to the Hon’ble Members due to time constraint. He appealed to the Hon’ble Opposition Members to take off the piece of black cloth tied over their mouths in the interest of the House and the State. Since the Business Advisory Committee was the final authority, the stipulated time allocated for transaction of business should be followed, he said. He also highlighted the inconvenience of the Chair while maintaining it. He made a quotation- “To err is human and to forgive divine”. He invited the leaders of both Treasury and Opposition in his Chamber during lunch break to chalk out an amicable solution to this matter. Questions were not asked. Calling Attention Motion was not raised. PRESENTATION OF COMMITTEE REPORT: (I) Shri O. Ibobi Singh, Chairman of the Select Committee on the Manipur Entry Tax Bill, 2002 presented its Report. (II) Shri L. Nandakumar Singh, Chairman of the Select Committee on the Manipur Lokayukta and Up-Lokayukta Bill, 2002 presented its Report. (III) Dr. M. Nara Singh, Chairman of the House Committee to Examine for inclusion of Sanamahi Religion in the Census Record presented its Report. (IV) Shri N. Loken Singh, Chairman of the House Committee to Examine into the Alleged Mismanagement of D.R.D.A. Funds in respect of Bishnupur District (1997- 2002) presented its Report. DISCUSSION AND VOTING ON DEMANDS FOR GRANTS, 2003-2004: The Hon’ble Chief Minister, Shri O. Ibobi Singh moved Demand No. 26- Administration of Justice for discussion in the House. (There was no participation in the discussion from the Opposition Bench) Shri L. Nandakumar Singh, Minister (Law & Legislative Affairs) stated that vacant posts couldn’t be filled up due to fund constraints. The construction of Court buildings and residential quarters were being taken up, he said. The Minister informed that the CJM Offices of Chandel Tamenglong and Senapati functioning at present in Imphal would be opened to their respective districts after receiving the approval of the Hon’ble Gauhati High Court. Despite fund constraints, all the vacant posts would be filled up at the earliest, he assured the House. Steps would be taken up for construction of office building of high court, he added. The Hon’ble Chief Minister moved Demand No. 26 - Administration of Justice for passing. Since no cut motions were moved, the Demand was passed by the House. Introduction of the Private Members’ Bill and Private Members’ Resolution were not moved. The Hon`ble Speaker adjourned the House at 11.17 am. till 11.00 am. of Monday, the 28th July, 2003. |
