The House assembled at 11.00 am. of Monday, the 21st June, 2004 in the Assembly Hall with the Hon’ble Speaker in the Chair. MEMBERS PRESENT: Hon’ble Chief Minister, 23 Cabinet Ministers, Chairman (Hill Areas Committee), Hon’ble Deputy Speaker, 7 Ministers of State and 24 Elected Members. As soon as Hon’ble Speaker, Shri T.N. Haokip, took up the business of the day, Shri O. Joy Singh, MLA raised a Point of Order under Rule 336 of the Rules of Procedure and Conduct of Business in Manipur Legislative Assembly. He requested the Hon’ble Speaker to admit a substantive motion under Rule 128 for discussion in the House regarding the ruling of the Speaker on the No-confidence Resolutions moved by the Opposition against the Speaker on 23rd & 27th January, and 13th February, 2004. He described the ruling of the Speaker as unprecedented in Parliamentary history. Dr. Nimaichand Luwang, MLA also expressed a similar view. The Hon’ble Speaker said that the matter was examined and found that it was not sustainable and hence not entertained. (All the Opposition Members staged a walk out ) QUESTIONS: Starred Question Nos. 586, 587,588,589,590,591,592 and 593 were not asked. INTIMATION BY THE SPEAKER: Hon’ble Speaker, Shri T.N. Haokip conveyed to the House that he had received a message from His Excellency, the Governor of Manipur, Shri Arvind Dave thanking the House for the adoption of the Motion of Thanks to the Governor’s Address. ANNOUNCEMENT OF BUSINESS: Shri O. Ibobi Singh, Leader of the House announced the business of the House for the week. PAPER LAID ON THE TABLE: Shri L. Nandakumar Singh, Minister (Law) laid a copy of the Manipur Human Rights Commission (Salaries and Allowances and other Terms and Conditions of Service of the Chairperson and the Members) Rules, 2004 on the Table of the House. LEAVE OF ABSENCE: Shri L. Ibomcha Singh, MLA’s application for extension of leave of absence was granted by the House. MOTION FOR EXTENSION OF TIME FOR PRESENTATION OF COMMITTEE REPORT: (i) Shri P. Parijat Singh, Chairman, Committee to Inquire into Receipt Issue and Distribution of “ This House agrees that the time for presentation of the report by the Committee to inquire into the receipt, issue and distribution of food grains including S.K Oil under PDS, with effect from 1st April, 2000 till July, 2003, be extended for another period of 3 (three) months w.e.f. 28/05/2004 to enable the Committee to examine the matter thoroughly and present its Report.” The House agreed. CONSIDERATION AND PASSING OF BILL: Shri O. Ibobi Singh, Chief Minister, speaking during the consideration of the appropriation Bill, expressed regret that while the opposition didn’t participate in the discussion of the House, they interacted with the press in the lobby of the House. He further expressed the hope that with the change of guard in the centre, the genuine demands of the state could be met to a large extent. He also stated the need to curtail the Non-Plan Revenue expenditure and also to increase resource mobilisation. He emphasised on the need to implement schemes with judicious utilisation of fund. He further appealed to the insurgent outfits for a dialogue with the government. He was also of the opinion that a time had come for a rethink on lifting of prohibition imposed on the sale of liquor in the state to generate more income. And he moved the Bill for passing in the House. After clause by clause consideration, the Manipur Appropriation (No. 3) Bill, 2004 was passed by the House. The Hon’ble Speaker, Shri T.N. Haokip, referring to Rule 359(2) of the Rules of Procedure and Conduct of Business in Manipur Legislative Assembly said that it was against the rules to interact with the press within the precinct of the House without the permission of the Speaker. He, therefore, appealed to the Members and media not to repeat such things in future. The Hon’ble Speaker, Shri T.N. Haokip, made a valedictory speech and adjourned the House sine-die at 12.00 pm. |
