The House assembled at 11.00 am. of Thursday, the 17th June, 2004 in the Assembly Hall with the Hon’ble Speaker in the Chair. MEMBERS PRESENT: Hon’ble Chief Minister, 23 Cabinet Ministers, Hon’ble Deputy Speaker, 7 Ministers of State and 24 Elected Members. ( As soon as Hon’ble Speaker, Shri T.N. Haokip, took up the business of the day, the Opposition Members shouted slogans against the Speaker. The Hon’ble Speaker appealed to the Members to maintain the dignity and decorum of the House. After shouting the slogans all the Opposition Members left the House.) QUESTIONS: Starred Question Nos. 583, 584 & 585 were not asked. ZERO - HOUR: Shri C. Doungel, MLA raised a matter regarding the arrest of Shri Konthoujam Sanjoy of Yairipok Angtha by some unidentified Hindi speaking persons. And he wanted the government to do the needful in this regard. PAPER LAID ON THE TABLE: Shri O. Ibobi Singh, Chief Minister laid the following Reports on the Table of the House:
(i) Report of the Comptroller and Auditor General of India for the year ended 31st March, 2003; (ii) Finance Accounts, 2002-2003; and (iii) Appropriation Accounts, 2002-2003. PRESENTATION OF COMMITTEE REPORT: Shri L. Lala Singh, Chairman, Committee on Privileges and Ethics presented the Twenty Seventh, Twenty Eighth and Twenty Ninth Reports of the Committee on Privileges and Ethics, 2003-2004. The House adopted the Reports. DISCUSSION AND VOTING ON DEMANDS FOR GRANTS, 2004-2005: Shri O. Ibobi Singh, Chief Minister moved Demand Nos. 1 to 47 (All Demands under the Budget 2004-05) for discussion in the House. All the Demands were clubbed for a joint discussion. Shri C. Doungel, MLA, participating in the discussion, wanted the public distribution system under the FCS department to be corrected suitably. He strongly urged the government to declare Sadar Hills as a full- fledged district. Talking on the resource mobilisation of the state he inquired about the status of the on-line lottery of the state. Shri P. Parijat Singh, Minister (FCS) stated that the process of lifting of rice and sugar had been entrusted to the MLAs instead of through the agents as an experimental measure for reaching the public more effectively. Shri E. Biramani Singh, Minister (Revenue) said that the declaration of Sadar Hills district as a full-fledged district was under active consideration. Shri Phungzathang Tonsing, Minister (Power) observed that despite the shortage of resources and fund, there was progress in all fronts due to the concerted efforts of the SPF government. He further added that Loktak Down Stream Project, Tipaimukh Dam Project and installation of power stations would be taken up in quick time. Shri O. Ibobi Singh, Hon’ble Chief Minister in his reply to the budget discussion observed that priority would be given on maintaining financial discipline and resource mobilisation. Regarding the on-line lottery, he said that it had been stalled for certain reasons and that a case had been pending with the Delhi High Court. He, however, maintained that feasible projects would be taken up for a self-sustained economy of the state. He also moved for passing of the Demands. Demand Nos. 1 to 47 (All Demands under the Budget, 2004-05) were passed by the House. INTRODUCTION OF BILL: Shri O. Ibobi Singh, Chief Minister moved for leave to introduce the Manipur Appropriation (No. 3) Bill, 2004. The House granted leave and the Bill was introduced. The Hon’ble Speaker, Shri T.N. Haokip, adjourned the House at 12.10 pm till 11.00 am of Monday, the 21st June, 2004. |
