The House assembled at 11.00 am. of Tuesday, the 15th June, 2004 in the Assembly Hall with the Hon’ble Speaker in the Chair. 

MEMBERS  PRESENT: 

                Hon’ble Chief Minister, 22 Cabinet Ministers, Chairman (Hill Areas Committee), Hon’ble  Deputy Speaker, 7 Ministers of State and 5 Elected Members. 

            (All the Opposition Members  left the House before the Hon’ble Speaker took the chair.) 

QUESTIONS: 

(a)       Hon’ble  Minister of State (PHED) made a reply to Starred Question No. 575, asked by Shri C. Doungel, MLA  regarding the augmentation of Saikul water supply. And it was further supplemented by Hon’ble Minister (PHED). 

Starred Question No. 576 was not asked. 

MOTION FOR ELECTION OF MEMBERS TO COMMITTEES:               

            Shri O. Ibobi Singh, Chief Minister moved the following motion :- 

that  under Rule 233(1) of the Rules of Procedure and Conduct of Business in Manipur Legislative Assembly this House to proceed on July 5, 2004 to elect 7 (seven) members for each of the following Committees:-

                                    (i)        Commitee on Public Accounts.

                                    (ii)       Commitee on Estimates.

                                    (iii)      Commitee on Public Undertakings”.  

            The House agreed. 

 DISCUSSION ON GOVERNOR’S ADDRESS: 

            Shri O. Ibobi Singh, Hon’ble Chief Minister, rounding up the discussion on the Motion of Thanks to the Governor’s Address, observed that the Address reflected all  the major issues facing the state. On the face of the present financial crunch resource mobilisation through tax realisation would be speeded up, he said and added that priority would be given on the implementation of Centrally Sponsored Schemes. Touching upon the Armed Forces Special Powers Act, he said that the present situation compelled it to be enforced in the state. Shifting of the security personnel from the Kangla had been strongly pursued with the Centre and the process was nearing completion, he informed the House. He appealed to all the organisations not to call bandhs or strikes in the larger interest of the state. 

                The Motion of Thanks to the Governor’s Address  was adopted by the House.                               

The Hon’ble Speaker, Shri T.N. Haokip  adjourned the House  at  11.55 am till 11.00 am of Wednesday, the 16th June, 2004.
