The House assembled at 11.00 am. of Monday, the 14th June, 2004 in the Assembly Hall with the Hon’ble Speaker in the Chair. 

MEMBERS  PRESENT:

                Hon’ble Chief Minister, 22 Cabinet Ministers, Chairman (Hill Areas Committee), Hon’ble  Deputy Speaker, 7 Ministers of State and 5 Elected Members.

            (All the Opposition Members  left the House before the Hon’ble Speaker took the chair.) 

QUESTIONS:

(a)       Hon’ble  Minister (Power) made a reply to Starred Question No. 568, asked by Shri C. Doungel, MLA  regarding the progress in the construction of 33 KV station at Saikul.  

Starred Question Nos. 569, 570, 571, 572, 573 and 574 were not asked. 

OBITUARY REFERENCE:

                Hon’ble Speaker, Shri T.N. Haokip moved a resolution on obituary reference on the demise of N. Gauzagin, former Member of the Manipur Legislative Assembly. 

             Shri R.K. Thekho, Hon’ble Minister (Horticulture & Soil Conservation), Dr. M. Nara Singh, Hon’ble Minister (Sericulture and Art & Culture), Shri Phungzathang Tonsing, Hon’ble Minister (Power) and Hon’ble Chief Minister, Shri O. Ibobi Singh  participated in the obituary reference.          

            The following resolution was adopted by the House:-               

            “That, this House expresses its deep and profound sorrow at the sad demise of  N. Gauzagin,  former Member of the  Manipur Legislative Assembly.

             And, that the Members of the House observe two minutes silence by standing to pray to the Almighty God for the eternal peace of the departed soul.” 

The House observed two minutes silence in respect of the departed soul. 

LEAVE OF ABSENCE:

            Shri L. Ibomcha Singh, MLA and Shri Y. Mani Singh, Hon’ble Minister of Education (s) applied for leave of absence and the House granted it. 

INTIMATION OF GOVERNOR’S ASSENT TO BILL:

                The Secretary, Manipur Legislative Assembly intimated the House the Governor’s assent to the following bills:-

            (1)       The Manipur Appropriation (No.1) Bill, 2004 and

            (2)       The Manipur Appropriation (No.2) Bill, 2004. 

PRESENTATION OF COMMITTEE REPORT:

                Shri O. Ibobi Singh, Chief Minister presented the Tenth Report of the Business Advisory Committee, 2004 and also moved :-                       

                        “that this House agrees with the allocation of time proposed by the Committee”               

            The House agreed. 

DISCUSSION ON GOVERNOR’S ADDRESS:

                Shri Th. Devendra Singh, Hon’ble Minister (Commerce & Industries), mover of the Motion of Thanks to the Governor’s Address initiated the discussion observing that the Address was a policy document highlighting the achievements and targets of the Government. The Address emphasised the urgency to solve the existing law and order situation in the State, he said. He observed that the Address reflected the measures taken up by the present Government  for a balanced economic growth in the State. He, however, conceded that the deficit presently faced by the State Government was the legacy of previous Governments. He expressed the hope that the award of the 12th Finance Commission would tide over the present financial crisis. 

             Dr. M. Nara Singh, Hon’ble Minister (Sericulture and Art & Culture), seconder of the Motion said that the thrust areas were chalked out to provide basic needs to the masses. He observed that various cultural festivals  and camps  were organised  at remote hill and rural areas to bring about love, amity  and emotional integrity among the different communities of the State. He informed the House that the Cultural Policy of the state was at its final stage evoking much interest from many circles. Referring to the Sericulture Project in the state, he said that it would provide high employment opportunities and income generation. 

The Hon’ble Speaker, Shri T.N Haokip  adjourned the House  at 12.35 pm till 11.00 am of Tuesday, the 15th June, 2004.
